What is a Roadworthy Certificate?
A roadworthy certificate is issued after an inspection of a vehicle approves it for safe use on Victorian roads. It is required for the purpose of registering or transferring a vehicle to a new owner. A roadworthy certificate can only be issued by a Licensed Vehicle Tester.

What is a Licensed Vehicle Tester?
Vicroads approves mechanic repair shops (such as Wheelz Plus) to act as a Licenced Vehicle Tester. A Licenced Vehicle Tester must meet Vicroads requirements before being able to issue a roadworthy certificate.

What does the Roadworthy Certificate inspection cover?
The inspection is an assessment of the vehicle to ensure it is safe to drive.
It includes the following items:- Wheels and tyres
- Steering, suspensions and braking systems
- Seats and seatbelts
- Lights and reflectors
- Windscreen, and windows including front wipers and washers
- Vehicle structure
- Other safety related items on the body, chassis or engine.

What is not included in the Roadworthy Certificate inspection?
The roadworthy inspection is not a check of the mechanical reliability or general condition of the vehicle.
The Roadworthy Certificate does not mean:
- That the vehicle is in top condition without any wear or deterioration.
- That components such as the air conditioner, rear window demister, and rear-window wipers are working.
- That the items checked during the roadworthy inspection will continue to function after the inspection (e.g. a brake light can stop functioning at any time after the inspection).

How much does a Roadworthy Certificate cost?
The cost of obtaining a roadworthy certificate is not fixed and can depend on the age, type and condition of the vehicle.

What if my vehicle fails the Roadworthy Inspection?
If your vehicle fails the roadworthy inspection you will receive a rejection report. You will then have 14 days to rectify the problems and present the vehicle for re-inspection. After that 14 days, another full inspection will be required.
